Le Phuong Loc was born in 1928 in Hue, though she was active mostly in the districts of Hoa Vang and Que Son in Quang Nam. She was head of a women’s committee, vice-secretary of the Que Phong Party cell, head of the personnel committee as well as a member of the women’s standing bureau for the district of Que Son.
