This cadre was born in 1926 in the district of Kim Son in Ninh Binh. He served in various positions at the commune level, such as propaganda cadre (can bo tuyen truyen) and as a “dich van” (propagandizing/proselytizing among the enemy) cadre. He also participated in rent reduction and interest reduction campaigns in his commune, and worked in logistics at the provincial level.
