This cadre was born in 1929 in the district of Kim Son in Ninh Binh. He held various leadership positions in the commune of Mat Nhu, notably among the public security forces (Cong an), with the local guerrilla squad, and with the local youth association (thanh nien). He was also the deputy chairman of the commune of Mat Nhu.
