This cadre was born in 1922 in the district of Quang Trach in Quang Binh. He held several leadership positions at the commune and provincial levels, such as chairman of his commune’s administrative resistance committee (Uy ban khang chien hanh chinh), secretary of the Party committee of a commune, and head of the Quang Binh provincial Party committee (Chanh van phong tinh uy Quang Binh). He was also the director of the Quang Binh industrial department.
