This cadre was born in 1924 in the district of Phu Cu in Hung Yen. He held several positions in the Phu Cu area, including among the youth association (thanh nien cuu quoc), with propaganda-training (tuyen huan), “dich van” (propagandizing/proselytizing among the enemy), and within the Lien Viet front.
