This cadre was born in 1923 in the district of Lam Thao in Phu Tho. He held several administrative positions at the commune level during the Indochina War, notably in an administrative resistance committee (Uy ban khang chien hanh chinh) and among youth and women’s associations. He also did some registration work during the land reform.
