This cadre was born in 1931 in the district of Hau Loc in Thanh Hoa. During the first half of the Indochina War he mostly participated in commune-level institutions including propaganda and information departments. He notably worked in publishing books and other texts from the Party. In the second half of the War he worked in several administrative Party institutions at the district level. He participated in the land reform and rent reduction campaigns in Nghe An and also joined the campaign “against forced emigration” to the South (chong cuong ep di cu).
