This cadre was born in 1925 in the district of Yen Dinh in Thanh Hoa. He led a self-defense militia in his commune before the August Revolution, and afterwards was head of several Party institutions at the commune and district levels, notably working in propaganda. He was later the head of the organizational department of the State Bank of Thanh Hoa. During the land reform he was categorized as coming from a landlord family, though this was later rectified.
