This cadre was born in 1927 in Thanh Hoa (city). He was part of a self-defense militia in Thanh Hoa and in 1946 was part of the election board for the National Assembly (Ban bau cu Quoc Hoi) for the province of Thanh Hoa. He also went through military training and participated in the rectification of errors campaign. He joined the campaign “against forced emigration” to the South (chong cuong ep di cu) in Phat Diem (Ninh Binh).
