This cadre was born in 1929 in Thanh Oai (Hanoi). She was a teacher in binh dan hoc vu classes and in 1946 was a member of a propaganda team (Doi Tuyen truyen xung phong) for the Viet Minh. She stayed in Hanoi in December 1946 when the war began and worked in medical care. She was then sent to several provinces to work in women’s associations and in education, such as Ha Dong, Ha Nam, and Tuyen Quang. She also participated in the land reform in Phu Tho.
