Le Van Chanh was born in 1925 in the district of Vinh Tuong in the province of Vinh Phuc. He occupied various leadership positions within the party apparatus in Vinh Tuong, such as the head of the Dai Dong commune (xa doi truong), leader of the teachers’ committee for binh dan hoc vu classes, as well as vice-secretary and then secretary of the Dai Dong Party cell.
