Do Xuan Xoan was born in 1920 in the district of Quang Truong in Thanh Hoa. He was a group leader of a local Party cell (To truong Dang) as well as a guerrilla fighter in his commune, and also participated in the Lien Viet’s peasant association (Lien Viet nong hoi).
