This cadre was born in 1927 in the district of Lam Thao in Phu Tho. He served in various positions at the commune level during the Indochina War, including working with his commune’s administrative resistance committee (Uy ban khang chien hanh chinh) and participating in the local self-defense and guerrilla forces. He was also a political commissar from 1952 to 1954.
