This cadre was born in 1925 in the district of Lam Thao in Phu Tho. In 1945 he was a member of the Youth National Salvation Association and the deputy head of the Viet Minh in his area. He held a number of leadership positions during the war, and participated in the land reform and rectification of errors afterwards.
