This cadre was born in 1924 in the district of Tien Lu in Hung Yen. In 1945 he was the secretary of his commune’s youth association and was responsible for “armed propaganda” (vo trang tuyen truyen). He later joined the army and participated in propaganda-training (tuyen huan) in Hoa Binh.
