This cadre was born in 1920 in the district of Quoc Oai in Ha Tay. In 1945 she was the district secretary of Quoc Oai and in 1946 she went to Hai Phong to work in the women’s association of Hai Phong. She later became deputy head of the Vietnam Women’s Union (Hoi Lien hiep Phu nu Viet Nam).
