This cadre was born in 1926 in the district of Hoang Hoa in Thanh Hoa. He participated in many Party institutions, events and associations, including youth associations (thanh nien) at the district and provincial levels, binh dan hoc vu classes, training in the Viet Bac and propaganda work. He also went to China to receive training and work in logistics.
