This cadre was born in 1926 in Vinh (Nghe An). He participated in youth (thanh nien) associations and did some propaganda work in several areas of Central Vietnam, such as Nghe An, Hue, and Quang Tri, where he was responsible for news publication. Starting in 1950 he also worked for the Army’s General Supply Department (Tong cuc Cung cap quan doi).
