This cadre was born in 1922 in the district of Tinh Gia in Thanh Hoa. He was involved in many Party associations and institutions, including the leadership of a commune-level self-defense militia, the youth (thanh nien) association of his commune, head of the Viet Minh and head of the binh dan hoc vu committee of his commune. He also worked with an administrative resistance committee (Uy ban khang chien hanh chinh) and did some intelligence work (cong tac Tinh bao), notably reconnaissance in his district. He was a political commissar in a regiment and later worked for the Public Security of Thanh Hoa (Ty Cong an tinh Thanh Hoa). He participated in rent reduction campaigns, the land reform, and the campaign “against forced emigration” to the South (chong cuong ep di cu).
