This cadre was born in 1915 in the district of Lam Thao in Phu Tho. In 1945 he was head of a propaganda team (Doi tuyen truyen xung phong) and participated in the seizure of power in his commune. He was particularly active in binh dan hoc vu, first in his commune, then at the district level, and finally became a cadre of the central binh dan hoc vu bureau (Nha binh dan hoc vu Trung uong). He was also a member of the cultural committee and secretary of a Party cell. He participated in the land reform.
