This cadre was born in 1924 in the district of Hau Loc in Thanh Hoa. He was active in the Viet Minh front starting in 1943. He worked in several youth associations (thanh nien) in 1945 and 1946. He also worked as in interpreter in Hanoi. During the war he worked in organization for the armed forces and guerrilla teams in Thanh Hoa. He was also a teacher in binh dan hoc vu classes.
