Pham Van Dap was born in 1918 in the district of Tam Nong in Phu Tho. He worked in transport (giao thong) for the Viet Minh in 1945, and was also a member of a commune’s guerrilla team. He was secretary of his commune’s peasants’ association (nong dan xa) from 1948 to 1954.
