Bui Van Doan was born in 1925 in the district of Lam Thao in Phu Tho. He participated in the seizure of power in Lam Thao in 1945, and from 1946 to 1948 was head of the information department (ban Thong tin xa) in his commune. He was also involved in binh dan hoc vu at the commune level.
