This cadre was born in 1930 in the district of Tien Lu in Hung Yen. In 1945 he participated in a youth association (doan thanh nien) and in binh dan hoc vu classes. He was also a member of a guerrilla team and worked in propaganda-training (tuyen huan) during the Indochina War.
